My company and I are currently developing our application for a September submission. We are working with an advisor that, for a separate project, received feedback for his STTR Phase I application. In his feedback, the reviewers mentioned having a brief commercialization plan. I was under the impression this may not be necessary for a Phase I STTR. However, if it is necessary, what would you recommend highlighting in the commercialization plan and how long would you recommend as part of our 6 pages?

You are right that the Phase I application does not require a commercialization plan. However, reviewers might raise the question of commercialization if they perceive that the proposed product/technology has poor commercial potential or if the market potential is not clear.
You can briefly describe the commercial potential to dispel any concerns, and one paragraph should be sufficient.
