Hi. The fee should be drawn as you spend directs/indirects. From the NIH Grants Policy Statement (https://grants.nih.gov/grants/policy/nihgps/html5/section_18/18.5.4_allowable_costs_and_fee.htm): “The profit or fee should be drawn from PMS in increments proportional to the drawdown of funds for direct and F&A costs.”

You can get reimbursed for costs up to 90 days prior to award if the costs are necessary to conduct the project and would be allowable under the grant, if awarded, without NIH prior approval.

The Technology Readiness Level (TRL) scale, which ranges from 1-9, is used to gauge technology status.

Typically, TRLs 1-3 are appropriate for Phase I, while TRLs 4-6 are appropriate for Phase II.
